New NCAA Basketball Rule Allows Players To Return To School If Undrafted

Another big change allows agents to represent elite high school basketball recruits and players. The current rule only permits players to maintain eligibility if they withdraw from the draft 10 days after the National Basketball Association combine, while those who take part in the combine and go undrafted are left with the G League or the prospect of playing overseas.

Among the most significant changes are the new rules that allow undrafted players to return to school, provide financial assistance to players who leave school early and wish to return later to finish their degree, and give high school and college athletes the opporunity to be represented by an agent.

The changes reflect the recommendations made in April by the Rice Commission and will target summer recruiting camps, agent access for players and stiffer penalties for rule breakers.

USA Basketball doesn't have the infrastructure or interest in accepting the role of evaluating the nation's top prospects for a yet-to-be-determined number of players who will annually be allowed to sign with agents at the end of their junior years, sources told ESPN.

The NCAA now will also be able to use information obtained in outside investigations - such as the FBI - to aid in its own probes and also will now hold school presidents and chancellors personally accountable for their athletic departments following the rules.

In addition, school presidents and athletics staff will be required to commit "contractually" to cooperate fully with investigations.

Rice said the vast majority of schools play by the rules but a "win at all cost" approach by others who have been inadequately punished must be changed. The new rules also allow for heavier punishments, like longer head coach suspensions and stronger fines. "I don't think it addresses any of the issues in college basketball".
