United Kingdom officials say nerve agent victim Charlie Rowley has been released from hospital three weeks after being exposed to Novichok, and nearly two weeks after his partner's death.

Police believe that Charlie Rowley and his partner Dawn Strugess collapsed at a house in Amesbury in Wiltshire on 30 June after they came into contact with a bottle containing the nerve agent.

Ms Sturgess died on July 8 and a murder inquiry has been launched.

On Thursday - 10 days after United Kingdom authorities launched a murder investigation into Sturgess' death - police identified two suspects in the poisoning of former Russian double agent Sergei Skripal and daughter Yulia, a source with knowledge of the investigation told CNN.

Britain blamed Russia for the poisoning of Skripal, a former military intelligence colonel who was jailed for betraying Russian agents to Britain's MI6 foreign intelligence service.

"Investigators believe they have identified the suspected perpetrators of the Novichok attack through CCTV and have cross-checked this with records of people who entered the country around that time", a source with knowledge of the probe told PA.

In perhaps his sharpest attack on PM Modi, the Congress president kept badgering the PM: "You can't look me in the eye". Voting then followed, allowing the BJP to register its victory, but the prime minister did not seem overly pleased.

The second round of nerve agent poisonings put the towns of Amesbury and Salisbury, where Sturgess lived, on edge as more than 100 counterterrorism officers searched for the source of the Novichok.

Ex-spy Sergei Skripal and his daughter Yulia were poisoned in what investigators had described as an attempted assassination.

'Both Dawn and Charlie had been poisoned by a powerful nerve agent. We wish him the best with his ongoing recovery.

The Skripals survived and were released from the Salisbury hospital before Mr Rowley and Mr Sturgess were poisoned and taken there.

She said the Public Health England body had advised that Rowley poses no risk to the public.

Wiltshire Police Chief Constable Kier Pritchard, who is leading the investigation along with counter terror experts, said: 'On behalf of all my officers, staff and volunteers, we welcome today's news that Charlie Rowley has been discharged from Salisbury District hospital.

On Thursday, a coroner's inquest was opened and adjourned for mother-of-three Ms Sturgess.
