Dominic Raab urged to highlight importance of agriculture in Brexit talks

The Prime Minister has been forced to reshuffle her pack after David Davis, the secretary of state for exiting the European Union, and Boris Johnson, the secretary of state for foreign and Commonwealth affairs, both handed in their resignations this week amid disagreements over the progress of Brexit.

"Brexit should be about opportunity and hope", Johnson said in a scathing resignation letter. He attacks May's plans in terms that, one imagines, were sharpened after No10 purposefully made a statement about his resignation before he had published his own.

This would mean that May's Brexit deal (if she gets one) would need substantial backing from the Labour Party to stand any chance of getting through parliament.

The decision by Mr Davis swiftly ended the impression that Mrs May had pulled off a political masterstroke by pushing through her vision of Brexit while keeping rival factions of her party onside.

Under Conservative Party rules, a confidence vote in a leader can be triggered if 15 per cent of Conservative lawmakers - now 48 - write a letter requesting one.

He said Britain was heading for a "semi-Brexit". "But it's good that the proposals are on the table - that much I can say already, without going into details".

Michael Gove left no doubt that he would not follow Boris Johnson and David Davis out of the Cabinet, declaring that he backed the Prime Minister's plans "100%".

Other amendments would require the United Kingdom to have a separate Value-Added Tax regime from the EU and force the prime minister to table primary legislation if she wishes to keep Britain in the customs union.

Pro-Europeans want to retain close economic ties with the bloc and its market of 500 million people, while some Brexit supporters want a clean break to make it possible to strike new trade deals around the world. "We will do this in a way which will be a smooth and orderly Brexit". A "responsible government" has to prepare for a variety of outcomes in the negotiations, "including a no deal".

Theresa May defended her plans as she arrived at a North Atlantic Treaty Organisation summit in Brussels, saying it had been agreed by the government and "delivers on the vote that people gave on Brexit".

The Guardian newspaper reported on Tuesday that hard Brexiteers in the Conservative party had threatened May with a "drip, drip" of resignations that would undermine her premiership.

"I think if the prime minister makes further concessions with the European Union then there will no doubt be more resignations from Brexiteers in the Cabinet, from junior ministers to PPSs, because there is only so much that you can give in a negotiation", she told BBC2's Newsnight.
