Mr Davis's late-night resignation undermines Ms May's fragile Government.

The resignations further complicate that process, and put a question mark over whether she can get the backing of parliament for her Brexit plans and whether there may be a leadership contest.

As the minister responsible for the Brexit negotiations, Davis is a major voice in the debate in the UK. Michael Gove, May's environment minister, said on Sunday that while the agreed negotiating stance was not flawless, he believed it delivered on handing back control to Britain.

"I would like to thank you warmly for everything you have done over the past two years as Secretary of State to shape our departure from the European Union", she said.

Davis was appointed two years ago to head up the newly created Department for Exiting the European Union after Britain voted to leave the bloc in a referendum.

After Keir Starmer failed to rule out the possibility of a new Brexit vote, the Today programme host said: "Well, that's weasel words, if you forgive me".

The strategy, which is due to be detailed further in a White Paper later this week, looks to keep the United Kingdom remaining inside a free-trade area with the European Union for goods and agriculture, but not for services.

"And I think without David Davis there, without his imprimatur, it will be very hard for them to get the support of Conservative MPs and therefore the Prime Minister would be well advised to reconsider them".

Meanwhile, it emerged that Foreign Secretary Boris Johnson backed the proposals at Chequers despite claiming that defending the plans was like "polishing a turd" during the meeting. Environment Secretary Michael Gove said Sunday that it did not contain everything he wanted but "I'm a realist".

The loss of her Brexit negotiator, and potentially another junior minister in the ministry, just two days after the meeting at May's Chequers country residence is a blow to the prime minister and underlines the deep divisions in her ruling Conservative Party over Britain's departure from the EU.

What appears to have kickstarted the resignations, however, is May's reintroduction of "collective responsibility", a British convention which means ministers are formally banned from disagreeing with government policy, including the Brexit plan.
