May's new backstop proposal protects Northern Ireland, says Dodds

May's Conservative government is divided between ministers favoring a "hard Brexit", which would sever most ties with the EU and leave Britain free to strike its own trade deals around the world, and those who want to keep the United Kingdom closely aligned with the EU, Britain's biggest trading partner.

She said the Government was "committed to making sure that the future arrangements are in place by the end of December 2021 at the very latest" and to ensuring the United Kingdom leaves the customs union.

The Government did not expect it to be implemented as it meant to have a permanent customs arrangement in place by the end of 2020, she said.

"Some Brexiteers are cheering this non-win over the "expected" leaving date".

The note reads: "The UK is clear that the temporary customs arrangement, should it be needed, should be time limited, and that it will be only in place until the future customs arrangement can be introduced".

The latest row is over the UK's counter-proposal, which has finally been published.

He added: 'The other point of disagreement is how temporary the backstop would be - backstop means backstop'.

A source close to Mr Davis said there had been "a back and forth" on the wording of the paper, which "now expresses, in much more detail, the time-limited nature of our proposal". None of the three ministers threatened to resign during the discussions, a spokeswoman for Mr May said.

He also called for the U.K.to set out how it intends to keep rules aligned on either side of the border - a requirement to avoid checkpoints. Not being in a customs union would be disruptive, but the level of disruption being outside the single market would be orders of magnitude higher.

Mrs May said the backstop would only be necessary if "for technical reasons" the new customs arrangements were not up and running by January 1, 2021 when the transition period expires. "Is it an all-weather backstop?"
