Subtropical Storm Alberto weakened as it neared landfall on the Florida Panhandle on Monday, a day after flooding from another storm tore through a historic Maryland town and swept away a would-be rescuer, officials said.

The emergency declarations free up state resources to respond to the storm if necessary.

Florida Gov. Rick Scott issued a declaration for all 67 counties in his state.

Mississippi Governor Phil Bryant authorised the use of the National Guard, his office said in a statement.

Alberto was centered 15 miles west-northwest of Panama City, according to the National Hurricane Center in Miami. The forecast projects the system moving over the Tennessee Valley on Tuesday and into the Ohio Valley and Great Lakes region on Wednesday and Thursday, the center said.

Between four and eight inches (10-25 centimeters) of rain could pummel Florida Panhandle, eastern and central Alabama, and western Georgia before the storm moves on. On average, the Columbia area receives almost 45 inches of rain annually.

Bands of heavy showers could produce torrential rain, perhaps at rates of 1"-3" per hour. And in the Tampa Bay area on the central Gulf Coast, cities offered sandbags for homeowners anxious about floods.

Isolated tornadoes are likely through Monday night in parts of Georgia and southeastern Alabama, the NHC said.

It will bring heavy rain and winds of 100kmh (65mph) across southern states, the US National Hurricane Center said.

Hurricane season runs from June 1 until November 1 and peaks from mid-August through late October. "Average rainfall amounts are expected to range from 0.50"-1.00" while locally heavier storms with rainfall amounts around 2".

Last year, a number of deadly hurricanes hit the U.S. and Caribbean.
