As CrimeOnline previously reported, the children were removed in March and details about the alleged abuse were first released earlier this month.

It's unclear whether any California government agencies had an opportunity to intervene sooner or knew of turmoil in the household.

Investigators say Ina Rogers' 10 children were tortured, burned, beaten and shot with a pellet gun while living amid squalor and years of abuse.

Rogers, 31, told reporters that she had one prior interaction with child welfare officials when her mother "had mentioned something" that prompted a home visit. Officials took pictures of the children and interviewed them individually, she said.

They both worked, she said - she on the graveyard shift as an EKG technician, and Allen as a tattoo artist.

Solano County's Child Welfare Services department officials did not immediately respond to requests Tuesday for details about the visit, or information about other interactions they may have had with members of the household.

The 10 children had been continuously "punched, strangled, bitten, shot with weapons such as crossbows and BB guns, hit with weapons such as sticks and bats, subjected to "waterboarding" and having scalding water poured on them," according to the prosecutors' motion, cited by AFP.

Sharon Henry, the county's chief deputy district attorney, said they were tortured "for sadistic purposes".

Jonathan Allen, 29 of Fairfield (right) appears in the courtroom of Solano County Superior Court Commissioner Robert Q. Warshawsky to be arraigned on charges of seven counts of felony torture and nine counts of felony child abuse Monday in Fairfield. Allen is being held in jail with bail set at $5.2 million. "We absolutely intend to vigorously contest these allegations, but we intend to contest these allegations in court and not through the media", Allen's attorney Tommy Barrett said in a statement. "Everyone helped everyone. It was a complete circle - the older ones helped the little ones".

"It was obviously unsanitary and not a condition that children - or any human probably - should be living in at the time", Fairfield police Lt. Greg Hurlbut said Monday.

She also faces one count of child neglect involving all 10 children.

When police arrived at the couple's home in March the children did not need medical attention but eight of them said they had been abused in the past few weeks. However, Fairfield-Suisun Unified School District failed to find any record of Rogers registered with the state to have a formal approval for home-schooling. Parents who teach their own children are required to register with the state, but the state does not approve, monitor or inspect them. The home was in "deplorable condition" with "clothes, garbage, and feces scattered everywhere".

"I love my children with all my heart", Allen said through tears, dressed in striped jailhouse-issued clothing. "So I said, "OK how am I going to do this with all these kids?"

"Every day they lived in torture, every day, all day long", Wanda Rogers told the network.

While Allen allegedly inflicted the majority of the direct abuse, the children's mother is accused of participating to some extent and coercing the kids to remain silent after the fact. She called Allen a monster. She was taken into custody with bail set at $495,000.

The bathroom is strewn with faeces at the four bedroom Californian home where authorities removed 10 children.
