Reportedly Has Suspect In Biggest CIA Leak Ever, But No Charges

The U.S. government has identified a suspect in the leak previous year of a large portion of the CIA's computer hacking arsenal, the cyber-tools the agency had used to conduct espionage operations overseas, according to interviews and public documents.

Schulte has been housed at the Metropolitan Correctional Center ever since.

The suspect was identified by The New York Times as Joshua A. Schulte, 29, a former CIA software engineer who designed malware that the spy agency used to hack into the computers of terror suspects.

A former CIA engineer who was charged with possession of child pornography is also accused of leaking classified agency documents to Wikileaks.

That cache would eventually be disclosed as the "Vault 7" data dump.

Schulte's name was first reported Tuesday by The Washington Post.

Sabrina Shroff, a lawyer for Schulte, has repeatedly demanded that prosecutors either charge him or drop the case.

But the prosecutor, Matthew Laroche, an assistant US attorney in the Southern District of NY, said that the government has not brought an indictment, that the investigation "is ongoing" and that Schulte "remains a target of that investigation", according to a court transcript of the January 8 hearing that escaped public notice at the time.

In other hearings in Schulte's case, prosecutors have alleged that he used Tor at his NY apartment, but they have provided no evidence that he did so to disclose classified information. The NYT said that court papers quote messages that suggest Schulte knew of encrypted images on his computer showing children being molested by adults.

In August previous year, authorities filed child pornography charges against Schulte, who is in a jail in Manhattan, after claiming to have found 10,000 illicit images on a server that he had set up in 2009 while studying at the University of Texas in Austin. He has pleaded not guilty in that case.

Prosecutors said in court last week that they plan to file a new indictment in the next 45 days. During his time at CIA, Schulte was employed at National Clandestine Service (NCS) as a Directorate of Science and Technology (DS&T) Intelligence Officer.

The leak of the CIA code was damaging because it gave away secrets of how the agency uses cyberweapons to spy on overseas targets.

It is unclear why he has not been charged or cleared in connection with the theft and subsequent leak.

According to the former Central Intelligence Agency engineer he had been planning a trip to Mexico with his brother around the time his apartment was searched, which may have given the appearance that he was trying to flee the country.
