Rohingya Refuse to Leave, UN Supports Safeguards Demand

The refugees were expected to make a peaceful and dignified transition back to their old lives starting from January 23 and to be completed over the next two years, but their refusal to comply with the United Nations' and the Bangladeshi authorities' directives has raised doubts over their smooth repatriation.

Human Rights Watch, a non-government organization, said on Tuesday that Bangladesh should suspend the plan entirely as it "threatens the refugees' security and wellbeing".

He acknowledged it was important to recognise that the military still wields significant power and that the military blamed Rohingya militants for the exodus of more than half a million Rohingya refugees to Bangladesh, but insisted that the absence of Suu Kyi's "moral leadership" on the issue was of great concern.

The former democracy fighter and Nobel Peace Prize laureate has come in for intense criticism since the Rohingya crisis intensified a year ago, but has retained many defenders, particularly in Washington, where she is seen as a vital part of the country's shift to democracy and tilt towards the USA and away from China.

Amidst the ongoing military operations in Rakhine state and complete lack of trust and confidence in the Myanmar government by the potential returnees, any repatriation now, according to many rights groups, would be premature and unsafe.

In recent days refugees have gathered by the hundreds chanting slogans and holding banners demanding citizenship and guarantees of security before they return to Rakhine.

Diplomats say the Dhaka government faces pressure not to send the Rohingya back to their hostile homeland.

After documents and lists of people are exchanged between the two governments, the Myanmar government will then check the returnees to see if they are on the lists, said Ko Ko Thaw, a Myanmar immigration officer at the reception camp in the northern part of Rakhine.

Bangladesh said the process would be delayed from a start date initially scheduled this week, as officials try to verify lists of people in Bangladesh's sprawling refugee camps who are eligible for return, according to Reuters. "We have no plan to stage further protests", he said.

The repatriation deal covers a total of 750,000 refugees who have fled since October 2016, but does not include the estimated 200,000 Rohingya who were living in Bangladesh prior to that, driven out by previous rounds of communal violence and military operations. "But I can not go back after what they (Myanmar) did". With more active United Nations support and assistance, both Bangladesh and Myanmar should first work on improving the human rights situation and create sustainable conditions for safe and voluntary return.

UN, aid and human rights groups have doubts about the repatriation scheme. The Indian High Commissioner stressed the need for better livelihood for the Rohingyas, which will ultimately require social and economic development of the Rakhine state and the region as recommended by the Kofi Annan Commission.

"I think everybody wants to return home in the long haul, but they want to be able to return home when it's safe to do so". Finally, it is up to the refugees to choose to go home, others should not rush or force any decisions on them.
